Getting involved doesn't require experience-just willingness to speak up. Below, you'll find a breakdown of how the system works and how you can make your voice heard.
The Process
Maryland Legislative Process
The Maryland legislative process is how laws are introduces, debated, and passed. Each year, elected officials propose bills that must go through committees, hearings, and votes before becoming law. Key steps include bill introduction by a Delegate or Senator, committee review and public hearings, voting in both chambers, final approval by the Governor.

The Maryland General Assembly is the state's legislative body, made up of the House of Delegates and the Senate.
They meet annually in Annapolis fir a 90-day session to consider thousands of bills. These elected officials represent you- but they rely on constituent feedback to understand how legislation affects real people in their districts.
Testifying
Testifying is your opportunity to speak directly to lawmakers about a bill. You can support a bill, oppose a bill, and provide additional information or perspective. Testimony can be delivered in person in Annapolis, virtually (depending on committee rules), or in writing submitted online. Even short, personal statements can have a major impact-especially when lawmakers hear from multiple constituents.

Getting started is easier than you might think.
1. Track Bills-visit the Maryland General Assembly website and search for legislation that matters to you.
2. Register to Testify-sign up through the witness registration system before the hearing deadline.
3. Prepare your Statement-keep it brief (1-2 minutes if speaking), clearly state your position (support or oppose), and share personal experiences or local impact.
4. Submit Written Testimony-upload your written comments online-even if you can't attend live.
5. Show Up and Speak (optional)-if attending, arrive early or log in on time. Be respectful, concise and confident.
