The Process
Maryland Legislative Process
The Maryland legislative process is how laws are introduces, debated, and passed. Each year, elected officials propose bills that must go through committees, hearings, and votes before becoming law. Key steps include bill introduction by a Delegate or Senator, committee review and public hearings, voting in both chambers, final approval by the Governor.
Maryland General Assembly
The Maryland General Assembly is the state's legislative body, made up of the House of Delegates and the Senate.
They meet annually in Annapolis fir a 90-day session to consider thousands of bills. These elected officials represent you- but they rely on constituent feedback to understand how legislation affects real people in their districts.

2. Register to Testify-sign up through the witness registration system before the hearing deadline.
3. Prepare your Statement-keep it brief (1-2 minutes if speaking), clearly state your position (support or oppose), and share personal experiences or local impact.
4. Submit Written Testimony-upload your written comments online-even if you can't attend live.
5. Show Up and Speak (optional)-if attending, arrive early or log in on time. Be respectful, concise and confident.
